I will never understand this fascination with 'proportionate' response. That is the worst, possible, response to aggression possible. You would do much better to just roll over and play dead than hobble yourself by responding in 'proportion' only. If you have the means, you absolutely base your response on your goal, not your opponents means.
Being put under surveillance with the goal of collecting more evidence and then busting you for real is a privilege? Me thinks you "play the race card" too eagerly.
I would love to see tracy mogan with one of these.I think it would be the best costume ever.

This isn't exactly a new tech. They tried this over 10 years ago and it seemed to be going well until it was nerfed by The California Air Resources Board because they were pussies and bowed down to pressure from big oil. Who knows how far along we'd be now if that hadn't happened.
MacHarborGuy - You can determine what is normal for "modern" Internet speeds by simply looking at what other developed countries are offering. A quickie Google search reveals the following:http://www.jamaipanese.com/top-30-countries-ranked ...That's what "modern" "technology" can provide (not sure why we're putting those words in quotation marks, but I assume you have a compelling reason, so I'll go with it). Obviously Japan has a much smaller landmass and higher population density than the US, but surely we can do better than what we have now.
