Because given the stats I linked to, it would seem that most people have no incentive to give away money to obtain something they already have.(..and it seems unlikely that the "sample then don't buy" behavior is radically different for games vs music.)

Too much savings and too little consumption is a far better problem to have than too little savings and too much consumption. China will hit some bumps in the road during the transition but ultimately the States have much more to worry about.

Well, count me as part of that 11.1%. I can't remember the last time I got a decent night's sleep. Even when I pass out after a long night of drinking, I wake up just 3 or 4 hours later, if that.
