Um, "church bells ringing" is normal here in Germany. One, two, and three rings at :15, :30, and :45 past the hour, and four rings followed by the number of hours on the hour.I think it's pleasant, actually, and when they are down for maintenance you feel like something in the background is missing.

Not entirely unusual in China (which is what these parents are, clearly). Only recently has there been any advocacy for mentally disabled people in China; traditionally they are treated more like animals. If they aren't good for the gene pool they aren't worth much of anything, is the thinking. It's getting better now, but old habits can be hard to break I guess. :-(
